When I run a game on there, be it an iso image from the hard drive or reading straight from the game disc, it runs very slow and some music doesn't play at all. I'm guessing that 74MB is about as small as possible for a working SOTN but I can't confirm that. You could try testing your files with the Windows version of PCSX-Rearmed, I guess if they don't work on that then they are broken. I would hazzard a guess that 32MB is just too small and means it's become broken in some way. Maybe you are using a drastically different original BIN/CUE to what I have, but I can only get the pbp down to 74MB (using PocketISO to remove ALL video and CD audio) and when I put that on my mini snes the compression doesn't significantly change its size. I guess if I could find an FPSE core that might be a start. Has anyone tried anything like this or does anyone know if this is even possible? Problem is I can't get the 29MB version to work on my SNESC. I managed to run Pocket ISO on a Gradius Gaiden BIN image which got the size down from 562MB to 29MB!!! I believe it does this by compressing audio and video (or even stripping them out if you like). I have been doing some research and just found out that a program called PocketISO which was apparently created as a compression tool to use with FPSE ps1 emulator.
